David Osenbach, a 37 year old man from the 600 block of Pierce St. in Pottsville, Pa has been arrested on charges of Identity Theft F3, Forgery F2, and 2 counts of Receiving Stolen Property from incidents involving Ambler Savings Bank and Orsini’s Auto Repair.
According to the police report: On April 28, 2017, a white male wearing a blue dress shirt, dark tie, with long beard, and baseball hat with black sunglasses on brim entered Ambler Savings Bank located at 3009 W. Germantown Pike in Norristown and completed a fraudulent transaction. The suspect presented the teller with a check from Orsini’s Auto Repair in the amount of $3980.00 dollars. The male suspect provided his PA ID Card to the teller during the transaction. The information on the PA ID Card belonged to David Osenbach II . The suspect received $3,980.00 in cash and left the bank on foot.
On April 29, 2017 the Ambler Borough Police responded to the Ambler Savings Bank located at 155 E. Butler Ave. for the report of fraudulent check. The suspect was described as a white male, blue dress shirt and long beard. Officers arrived at the bank and spoke to an employee who stated that the suspect tried to cash a check from Orsini’s Auto Repair made out to a David Osenbach in the amount of$4640.00. The Ambler Bank employee became suspicious because the male was not an Ambler Savings member. Ambler savings then made contact with Orsini’s Auto Repair and asked if they made out a check to a David Osenbach. Orsini’s told them no and not to cash the check. Mrs.Orsini stated she would be right there. At this time, the male suspect began to leave the bank. Mrs. Orsini pulled up to Ambler Savings Bank and confronted the male suspect as he left the bank. Orsini asked if he was David and he said that he was. She noticed her check in his hand and grabbed it from him. She asked him what he was doing and he replied, that he was paid $100 dollars to cash the check. Mrs. Orsini asked if he would come into the bank to talk about the check but he said that he was homeless and had to leave. The owners of Orsini’s later learned that someone had stolen 14 company checks which were then written to a David Osenbach and the signature on those checks were not Orsinis.
Ambler Borough’s Detective Chad Cassel was able to positively identify Osenbach by comparing several photographs of him and reviewing the video from both banks. David Osenbach was then determined to be the male who possessed and cashed the checks from Orsini’s Auto Repair.
Osenbach has been wanted since this incident in April of 2017
Osenbach went in front of Ambler’s Judge Zaffarano for a preliminary hearing on Thursday and the Charges of Identity Theft F3, Forgery F2, and 2 counts of Receiving Stolen Property were waived to county court. The other charges were withdrawn by the Commonwealth and Bail was reduced to $5,000 cash. He was returned to Montgomery County Correctional Facility due to him have probation violations and charges in other jurisdictions.
