Streets and Sidewalks
Every person in charge or control of any building or lot of land fronting or abutting on a paved sidewalk shall remove and clear away or cause to be removed or cleared away snow and/or ice from a path of at least 30 inches in width from so much of said sidewalk as is in front of or abuts on said building or lot of land. The owner of the real property shall be responsible for conforming to the requirements of this Section where such property is occupied by such owner or the property is unoccupied or vacant or is a multiple dwelling property. The tenant or occupier shall be responsible for the requirements herein where the property is occupied by such tenant or occupier only and regardless of any lease terms which provide to the contrary.
A. Except as provided in Subsection B, all snow and ice shall be removed from sidewalks within 24 hours after the cessation of any fall of snow. Where snow has accumulated on the sidewalk as a result of plowing or clearing the abutting roadway, the accumulation shall be cleared from the sidewalk by the responsible party within 24 hours from its deposit onto the sidewalk.
The “responsible party” is the owner or occupier, as set forth above, even if the snow is deposited or redeposited by the Borough, as a result of plowing or some other third party. To the extent possible, cleared snow shall not be deposited or redeposited onto the roadway. B. In the event that snow or ice on a sidewalk has become so hard that it cannot be removed without likelihood of damage to the sidewalk, the person charged with its removal shall, within the time mentioned in Subsection A, cause enough sand or other abrasive material to be put on the sidewalk to make travel reasonable safe and shall, as soon thereafter as weather permits, cause to be cleared a path in the sidewalk of at least 30 inches in width. Snow shall not be deposited on or next to a fire hydrant or loading or unloading area of any public transportation system. C. Each person responsible for clearing snow or ice as described above shall, within the same 24 hour period, cause to be removed or cleared away any accumulation of snow or ice on a building or other structure that is liable to fall onto any sidewalk, roadway or other public way.
Noncompliance and Penalties
1. In the event that any party responsible for clearing snow as provided herein shall fail or refuse to comply, the Borough may proceed immediately to cause all snow and/or ice to be removed and the Borough may collect the expense thereof from the responsible person and such being in addition to any fine or penalty imposed.
2. Any person, firm or corporation who shall violate any provision of this Part shall, upon conviction thereof, be sentenced to pay a fine of not less than $25 for the first offense and not more than $1,000 for each subsequent offense plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 30 days. Each day that a violation of this Part continues or each Section of this Part which shall be found to have been violated shall constitute a separate offense.
Lower GwynedD
Snow Plowing
The Township’s Public Works Department is responsible for plowing and salting of roads in Lower Gwynedd. Whenever roads are snow covered or icy, or the forecast calls for inclement weather, please move your vehicles out of the street and onto private driveways so that plowing and salting operations can be done safely and efficiently. Remember that during a snow emergency all vehicles must be removed from the roadways.
The Township plows all Township roads as soon as possible. The Township crews make at least two passes on each road and plow from curb to curb. There are over 40 miles of roadway for municipal crews to plow and each operator plows a set route. To avoid having your driveway plowed in with snow, wait until after the trucks pass to clear your driveway and/or shovel snow to the right side of the driveway, facing the road. This will help to reduce the amount of snow pushed back into your driveway during plowing. Do not throw snow from a sidewalk or driveway into the roadway.
If mailboxes have been inadvertently plowed in, the Township cannot go back and dig them out, as we cannot take the employees off the snow removal equipment to do that. It is very important that the roads be kept clear of snow and ice. State and county crew plow their own roads.
Upper Dublin:
Off-Street Parking
To assist snow and ice removal, the Upper Dublin Police Department requests that during snow emergencies all residents use off-street parking for vehicles. Residents without off-street parking should follow this schedule: on even numbered days parking is permitted on the side of the street with even numbered houses; on odd numbered days parking is permitted on the side of the street with odd numbered houses. Ordinance #656 will be strictly enforced!
Snow Removal
Reduce the amount of snow that lands in your driveway, shovel a large space on both sides of your driveway for snow to fall off the plow, instead of in your driveway. Residents are reminded that sidewalks must be cleared of snow and ice within 24 hours of the end of a winter storm in accordance with Township Code. It is illegal to shovel, plow or blow snow onto a street in accordance with Ordinance #1062. Please use proper snow etiquette by removing all trash carts and other obstacles in the street. To reduce the possibility of damage to your mailbox by the snowplow, check with the Public Works Dept. to be sure that your mailbox is installed at the proper height and set back from the street. Also, please consider removing the box from the post before major snow storms. Plows start on State Roads then on through roads, development roads, cul-desacs and no outlet streets, then undedicated roads as permitted.
Whitpain Township
Snow Emergency
With the start of plowing, the Township Director of Public Works, Chief of Police and the Chairman of the Board of Supervisors declare a snow emergency. During a Snow Emergency, parking is prohibited on all Snow Emergency Routes and prohibited on all other streets throughout the township not specifically designated as snow emergency routes, it shall then be unlawful to park any vehicle on such streets within the township until the snow has been completely plowed for the full width of the cartway, except on those streets within the township where only on-street parking is available. Where only on-street parking is available, all motor vehicles shall be parked on the even-address side of the street on even numbered calendar days and on the odd-address side of the street on odd-numbered calendar days.
Plowing crews are linked with the Township via two-way radio to assist police, fire and emergency personnel.
Clearing Roads
The Township’s goal for snow removal is have all roads clear within:
- 8 to 12 hours for a 3 to 6-inch snowfall
- 12 to 16 hours for a 6 to 10-inch snowfall
- 16 to 22 hours 10 to 16-inch snowfall
Public Works crews plow 215 streets consisting of 67 miles of township roads. The first priority is to clear all Snow Emergency Routes and Collector Streets. Crews then begin plowing residential streets and cul-de-sacs. Vehicles parked on Snow Emergency Routes will be towed at the owner’s expense.
Crews attempt to clear all streets to the curb-line during snow removal. This may not be possible for properties when branches hang over the street, providing less than the required 12-foot clearance, or when trash cans and vehicles obstruct plowing operations.
